Clark gives the devil his due by pointing out that the ruling oligarchy take advantage of certain insights into human nature, and how to exploit its weaknesses. The Triumph in the title means that for us to regain power over our world, we need to take responsibility for our actions, and become more conscious of how manipulation works.
